Glutinous rice flour scares people because of one English word. Glutinous means sticky. It describes the kind of starch in sweet rice, which is high in amylopectin and low in amylose. It does not mean the flour contains gluten, the protein in wheat, barley, and rye. Sweet rice flour, mochiko, and glutinous rice flour are kitchen names for the same family of ingredient. They thicken gravy, help a pie crust hold together, and make mochi-style doughs chewy.

The grain is rice. Rice is not a gluten-containing grain. The Gluten Intolerance Group's FAQ on glutinous rice makes that distinction for shoppers who see the word and stop: sticky rice is appropriate on a gluten-free diet when the product itself is free of cross-contact with gluten-containing grains (GIG glutinous rice FAQ). A shared mill can still be a problem. The name being safe is not the same as every bag being uncontaminated.

Is glutinous rice flour gluten-free?

Yes, glutinous rice flour is rice flour and does not contain wheat gluten. Buy a bag that is labeled gluten-free when you need the FDA claim, because milling lines are sometimes shared with wheat.

The FDA gluten-free standard is under 20 ppm, explained on the FDA gluten and food labeling page and in the FDA labeling Q&A. "Certified gluten-free" counts only when that bag shows a certification. A bulk bin is a weaker choice than a sealed, labeled bag.

Does "glutinous" mean it has gluten?

No. Glutinous means the rice cooks sticky. It is a starch word, not a gluten word.

White rice flour, brown rice flour, rice starch, and sweet rice flour are all rice. They behave differently in a recipe. Sweet rice flour is the sticky one. It is not a 1:1 stand-in for a cup of all-purpose blend. The rice flour guide and the flour guide sort those roles.

How is it different from white rice flour?

White rice flour is a dry, neutral bulk flour. Sweet rice flour is a binder and a thickener. A little sweet rice flour in a crust helps the dough hold. Too much turns a cake gummy.

Use it where you want chew or a stable thicken: gravy, certain pie crusts, and dumplings written for it. Do not rebuild a sandwich loaf from sweet rice flour alone.

Where should I use it?

Use these amounts as a start, then follow the recipe if it already specifies a thickener.

Also cook with it nearby in spirit, not as a hidden ingredient:

What about cross-contact at the mill?

Choose a sealed bag with a gluten-free label when you have celiac disease. A shared facility statement is something to read, not something to ignore and not an automatic rejection of every rice flour.

If the bag is unlabeled and the company will not say how they handle wheat, pick a different bag. Reading labels and the cross-contamination guide are the same rule for oats and for this flour. Oats are a separate grain with a separate problem: Are Oats Gluten-Free?. The beginners guide is the right page if the whole pantry is new.

This article is educational and is not medical advice. Verify the bag you buy. Personal celiac decisions belong with a clinician or dietitian. Certified gluten-free applies only when that package claims it.
